Public administration reform in Serbia in the context of the EU integration process

Abstract

The aim of the paper is to assess the degree of compliance of certain aspects of the public administration reform in Serbia with the EU accession requirements, which are established in the SIGMA's “Principles of Public Administrationˮ. Special attention is paid to the principles related to the human resources management and in particular to the recruitment and selection of civil service candidates and public administration remuneration system. The authors argue that, although Serbia has made significant progress in aligning its civil service legislation with EU requirements, there are still significant challenges in establishing a human resource management system based on merit. One of the biggest problems, which the European Commission also points out in its latest progress report, is the fact that in 2022 only half of the senior managerial positions were appointed on the basis of a competition. This can have a negative impact on the professionalism, stability, and integrity of the top management of the civil service. Furthermore, subsequent postponing of the entering into force of the Law on the Salary System in the Public Sector, which was adopted back in 2016, has again provoked doubts of whether this reform oriented piece of legislation whose goal is to ensure the fairness of salaries of employees in the entire public administration, will ever ‟see the light of day” and be implemented in practice.
