Razvoj energetskih propisa Evropske unije i uticaj na pravni sistem Republike Srbije

Apstrakt
Odlukom da započne proces pristupanja Evropskoj uniji, putem Sporazuma o stabilizaciji i pridruživanju, Republika Srbija se obavezala da svoje zakonodavstvo uskladi sa propisima Evropske unije. Pored toga, Srbija je ratifikovala Ugovor o osnivanju Energetske zajednice, čiji je ključni instrument usklađivanje sa propisima Evropske unije. Propisi Evropske unije iz oblasti energetike donošeni su u paketima propisa. Republika Srbija započela je usklađivanje Drugim paketom energetskih propisa iz 2003. godine, koji je uređivao oblasti električne energije i gasa. Potom je 2009. godine donesen Treći energetski paket, čiji su ključni ciljevi bili dalja liberalizacija i integrisanje evropskog energetskog tržišta. Usledilo je 2019. godine donošenje paketa – Čista energija za sve Evropljane, kojim je najviše pažnje posvećeno obnovljivim izvorima energije i energetskoj efikasnosti. Evropska unija nastavlja planiranje izmena energetskih propisa radi dostizanja pune klimatske neutralnosti do 2050. godine. U radu će biti razmotreni efekti usklađivanja propisa Republike Srbije sa propisima Evropske unije u oblasti energetike.
