Development of energy regulations of the European Union and impact on the legal system of the Republic of Serbia

Abstract
By deciding to start the accession process to the European Union, expressed through the Stabilisation and Association Agreement, the Republic of Serbia has undertaken to harmonize its legislation with the regulations of the European Union. In addition, Serbia has ratified the Treaty establishing the Energy Community, whose key instrument is alignment with the regulations of the European Union. EU energy regulations have been enacted in packages of regulations. The Republic of Serbia has started harmonization with the second package of energy regulations from 2003, which regulated the field of electricity and gas. This was followed by the adoption of the third energy package in 2009, whose key objectives were further liberalization and integration of the European energy market. This was followed in 2019 by the adoption of the Clean Energy for All Europeans package, which pays the most attention to renewable energy sources and energy efficiency. The European Union continues to plan amendments to energy regulations in order to achieve full climate neutrality by 2050. The paper will consider the effects of harmonization on the regulations of the Republic of Serbia with the regulations of the European Union in the field of energy.
